Cindy Navarrete Stotler is the Deputy Director of the Arizona Department of Housing. Cindy worked for the City of Phoenix for 31 years and held positions in five City departments including Finance, Budget, Police, and Planning & Development. For the last five years, Cindy was the Director of the Housing Department, managing an annual budget of $130 million and 135 employees. As the Public Housing Authority, Phoenix Housing was responsible for city-owned public and affordable housing, the Section 8 Housing Choice Voucher Program, housing development and redevelopment, property management, and resident supportive services. Under her leadership, the Phoenix Housing Department took advantage of progressive HUD programs to improve resident education and employment outcomes and redevelop obsolete public housing. During her tenure, Phoenix Housing was awarded ROSS Project SOAR, Jobs Plus, an EnVision Center, a $30 million Choice Neighborhoods Implementation Grant, and a Rental Assistance Demonstration Program (RAD) Portfolio Award.
Cindy has been featured in Latino Perspectives Magazine for her mentoring program called “Maximizing Potential in Women” and chaired the City’s “Women in Leadership” Program. During her City tenure, Cindy also created a self-certification program to streamline building plan review, added Head Start Programs in Public and Affordable Housing Communities, created innovative supportive housing for Survivors of Human Trafficking, and earned four City Excellence Awards for outstanding work. Cindy’s a Phoenix native, a Certified Public Manager, and has both her Bachelor’s and Master’s degrees from Northern Arizona University.
