Consolidated Planning Process

Federal law and the regulations of the U.S. Department of Housing and Urban Development (HUD) require the state of Arizona (ADOH) to prepare a Consolidated Plan (Plan) in order to receive federal funding for certain affordable housing and community development activities. The state's Consolidated Plan is prepared every five years, distributed widely, and updated annually.

The Plan consolidates into a single document the planning and application requirements for Community Development Block Grant (CDBG) State and Small Cities program, HOME Investment Partnership program (HOME), the Emergency Shelter Grants (ESG) program, and the Housing Opportunities for Persons with AIDS (HOPWA) program.

Annually, ADOH must provide to HUD a concise summary of the actions, activities, and programs that will take place during the next year to address the priority needs and specific objectives identified by the Consolidated Plan.

The Annual Action Plan includes: a summary of annual objectives; the method of distribution of funds available under HOME, CDBG, ESG and HOPWA programs; and certifications required by 24CFR 91.325. The summary of annual objectives identifies expected accomplishments the state hopes to achieve by the end of the program year in terms of outputs and outcomes. The method of distribution describes how ADOH will distribute funds expected to be received during the program year under the formula allocations to units of general local government.

HUD also requires that ADOH annually assess the past program year's success in meeting goals set in the Consolidated Plan. The findings are reported to HUD in the Consolidated Annual Performance Evaluation Report (CAPER) and the Performance Evaluation Report (PER). The CAPER and PER each provide descriptions of how the State's program implemented new or improved availability/accessibility, affordability, sustainability of decent housing, a suitable living environment, and economic opportunity. The CAPER/PER must include a comparison of the proposed versus actual outcomes for each outcome measure submitted with the consolidated plan and explain, if applicable, why progress was not made toward meeting goals and objectives.
