Meet the Assistant Deputy Director of Housing & Community Development
Ruby Dhillon-Williams, J.D. has served as the Assistant Deputy Director of Housing & Community Development for the Arizona Department of Housing (ADOH) since January 2020. Ruby oversees the Department’s Housing & Community Development Division including Rental Development, Community Development & Revitalization, Special Needs Housing and Asset Management.
Ruby previously served as the Rental Programs Administrator for the Arizona Department of Housing from 2010-2012, administering the state’s Low Income Housing Tax Credit (LIHTC) program; State Housing Fund program, to include HOME and Housing Trust Fund allocations; Neighborhood Stabilization Program III, and federal funding sources applicable to affordable housing development.
Ruby possesses over 20 years of experience in housing development, to include an extensive background in utilizing the LIHTC program. In addition to her previous service at ADOH, Ruby served as Vice President of Operations at Global Premier Development; Vice President of Acquisition, Alliant Capital; Vice President of Development, Integrity Housing, and was a co-founding partner of Newport Southwest, LLC – a development entity focused on the construction of LIHTC properties. Ruby holds a Juris Doctorate from American College of Law and a Bachelor of Science in Political Science from University of Southern California.
