Deputy Director

Ruby Dhillon-Williams, J.D. is the Deputy Director of the Arizona Department of Housing (ADOH). She previously served as the Assistant Deputy Director of Housing & Community Development for ADOH from 2020-2022 overseeing Rental Development, Community Development & Revitalization, Special Needs Housing and Asset Management. Prior to that she served as Rental Programs Administrator from 2010-2012.

Through her process improvement expertise, Ruby played a key role in streamlining the federal Low Income Housing Tax Credits (LIHTC) award procedure and eliminating duplicate processes and excess regulation. In 2022, this resulted in the most applications for affordable housing projects (33) in the history of Arizona with an 80% increase in applications from rural Arizona communities and a record amount of LIHTC dollars ($30.1 million) awarded. She was also the agency lead in rolling out the State Tax Credit program within three months of Governor Ducey signing the legislation into law.

Ruby is a progressive leader with more than 20 years of experience in public and private sector housing development with an extensive background in utilizing the LIHTC program. In addition to her previous service at ADOH, Ruby served as Vice President of Operations at Global Premier Development; Vice President of Acquisition, Alliant Capital; Vice President of Development, Integrity Housing, and was a co-founding partner of Newport Southwest, LLC – a development entity focused on the construction of LIHTC properties.

Ruby holds a Juris Doctorate from the American College of Law and a Bachelor of Science in Political Science from the University of Southern California.
