Assistant Deputy Director Housing & Community Development

Keon Montgomery is the Assistant Deputy Director of Housing & Community Development for the Arizona Department of Housing. He has held leadership positions in the public and nonprofit sector, establishing more than 15 years of affordable housing and real estate development experience. In his current role, Mr. Montgomery provides leadership to the Housing & Community Development Division, which administers funding for rental development, community revitalization, and special needs housing.

He previously, served as Deputy Housing Director for the City of Phoenix Housing Department where he oversaw the Property and Asset Management Division, consisting of more than 60 employees and over 5,300 affordable housing units. During his time at the City of Phoenix, Mr. Montgomery developed and implemented strategic plans which produced cost savings and additional revenue for the department. He also received excellence awards for his role in establishing transitional units for survivors of human trafficking and the adaptive reuse of a former church to serve as a Head Start facility.

Mr. Montgomery began his career as a project manager developing permanent supportive units financed by the Low Income Housing Tax Credits. In addition to project management, he has experience negotiating joint ventures and building development pipelines. He has served as the Assistant Director of Real Estate at A Community of Friends, Director of Housing at LA Family Housing and Director of Real Estate at A New Leaf.

Mr. Montgomery holds a Master’s Degree in Public Administration from the University of Southern California and a Bachelor of Science in Political Science from Texas Christian University.
