Rhoda Gambler is the Business Strategist for the Arizona Department of Housing (ADOH). She is a results-driven leader with extensive experience in operations, finance, and organizational management. In her current role, Rhoda leads in driving the agency’s mission by spearheading strategic initiatives, improving processes, and ensuring alignment with state and federal priorities.

Prior to joining ADOH, Rhoda served as Senior Operations Manager within Child Care at the Arizona Department of Economic Security. She managed and supported the Payment Processing and Business Operations units, provided technical project expertise, and oversaw statewide facilities management. Rhoda also directed process improvements that enhanced efficiency, compliance, and cost savings across multiple divisions.

Rhoda holds a Bachelor’s degree in Organizational Supervision and Leadership and is currently working towards her Master’s degree in Information Technology Management.
