Housing Strategist

Kirby Milner is the Housing Strategist for the Arizona Department of Housing (ADOH). In her current role, Kirby is the administrator of the Governor’s Interagency and Community Council on Homelessness and Housing (GICCHH). The Council is comprised of community housing leaders charged with developing and implementing a plan to address homelessness and serves as a central policy planning resource for the State on the issue of housing insecurity.

Kirby has extensive experience in housing, homelessness, and public policy across non-profits and public service organizations. She focuses on driving strategic initiatives to advance affordable housing by engaging policymakers, building community partnerships and shaping public policy. Kirby's expertise spans advocacy, case management, and coalition-building.

Kirby has a dual Master’s degree in Social Work and Public Administration, as well as a Bachelor’s degree in Social Work.
