License Scope Change Effective October 4, 2021
Business Licenses are the scope of licenses involved in the Production, Installation and Sale of Manufactured Homes, Mobile Homes, and FBBs.

Dealers can, depending on the license classification, purchase and sell manufactured homes, mobile homes, and FBBs.

Installers can, depending on the license classification, install manufactured homes, mobile homes, FBBs, and accessory structures attached to manufactured homes, mobile homes, or FBBs.

Installers are hired by a properly licensed dealer to provide the installation of the unit and/or accessory structures that are included in a sales contract for a mobile home, new or used manufactured home, or FBB.

Installers may be hired by a consumer to install the unit and/or the accessory structures that are attached to the unit as part of an agreement to move a mobile home, a new or used manufactured home, or a new or used FBB.

Manufacturers can, depending on the license classification, manufacture manufactured homes, manufacture FBBs, or manufacture both manufactured homes and FBBs.

Each licensed business is required to have a Qualifying Party who may be an owner, employee, corporate officer, member, or partner of the business. This person will ensure full compliance with Title 41, Chapter 37, articles 2, 3, 4, and 5 of the Arizona Revised Statutes and the Rules and Regulations of the Arizona Department of Housing. The Qualifying Party is a position held on a business license.
Salesperson is any person who, for a salary, commission, or compensation of any kind, is employed by or acts on behalf of any dealer or broker of manufactured homes, mobile homes, or FBBs to sell, exchange, buy, offer, or attempt to negotiate or act as an agent for the sale or exchange of an interest in a manufactured home, mobile home or FBB.
Request Admin Changes to a License
Licensees must request ALL changes to a license in the Salesforce platform. Please refer to the Portal User Guide: AZ MHBD_Portal User Guide. License Admin Changes start on page 61 of this Guide.
Business Licensees (Dealers, Manufacturers, and Installers) may add or delete a branch, change the email address of record, apply for a change of license classification, change the mailing address of record, add a Manager or Managing Member if the licensee is an LLC or add a new corporate officer if the licensee is a corporation, change the business phone number, change the principal place of business address, change the qualifying party, request cancellation of the license, or request inactive status for the license. Administrative function fees, which require certain changes, will be paid online by the licensee during the online request for an administrative change to the license.
Salesperson Licensees may change their employing Dealer of record, change their last name, change their mailing address of record (that is displayed on a Salesperson license), request license cancellation, or request inactive status.
Business - Dealer License
A dealer is a person or entity that sells, exchanges, buys, offers, attempts to negotiate, or acts as an agent for the sale or exchange of FBBs, manufactured homes, or mobile homes, except as exempted in A.R.S. § 41-4028. A lease or rental agreement by which the user acquires ownership of the unit with or without additional remuneration is considered a sale.
You may obtain a fingerprint card from any company or law enforcement agency that provides fingerprinting services, or you may request the Department mail one to you. You can apply for a Dealer license at e-Licensing Solution.
A review will take place within five (5) business days of the date the application is submitted online. The review notice will advise of the remaining items that must be completed and/or provided to complete the licensing requirement.
DEALER LICENSES OFFERED
CLASS: D-8 RETAILER OF MANUFACTURED HOMES OR MOBILE HOMES
BOND: $25,000.00
SCOPE: a) Buys, sells or exchanges new or used manufactured homes and used mobile homes; b) May sell new or used accessory structures included in a sales agreement; c) Acts as an agent for the sale or exchange of used manufactured homes or mobile homes including existing or new accessory structures included in a sales agreement; d) Make alterations to new manufactured homes before a sale to a purchaser; or e) Contracts with licensed installers or contractors for the installation of manufactured homes, mobile homes, and existing or new accessory structures included in a sales agreement.
THIS LICENSE SCOPE CANNOT SELL FBBs (ALSO KNOWN AS MODULARS OR UBC UNITS).
CLASS: D-8B BROKER OF MANUFACTURED HOMES OR MOBILE HOMES
BOND: EXEMPT
SCOPE: a) Acts as an agent for the sale or exchange of used manufactured homes or mobile homes that may include existing or new accessory structures included in a sales agreement; b) Contracts with licensed installers or contractors for the installation of (used) manufactured homes, mobile homes, and existing or new accessory structures included in a sales agreement.
THIS LICENSE SCOPE CANNOT BUY MANUFACTURED OR MOBILE HOMES FOR THE PURPOSE OF RESALE AND CANNOT BUY OR SELL FBBs.
CLASS: D-10 RETAILER OF FBBs
BOND: $25,000.00
SCOPE: a) Buys, sells, or exchanges new or used FBBs; b) Acts as an agent for the sale or exchange of new or used FBBs; b) Makes alterations to new FBBs before a sale to a purchaser; or c) Contracts with licensed installers or contractors holding an appropriate license issued by the Registrar of Contractors for the installation of FBBs including any existing or new accessory structures included in a sales agreement.
(FBBs ARE ALSO KNOWN AS FACTORY-BUILT BUILDINGS OR MODULARS OR UBC UNITS.) THIS LICENSE SCOPE CANNOT SELL MANUFACTURED HOMES OR MOBILE HOMES.
CLASS: D-12 MASTER RETAILER
BOND: $25,000.00
SCOPE: Performs work within the scope of classes D-8, D-8B, and D-10.
NOTE: THE DEPARTMENT DOES NOT LICENSE DEALERS OR BROKERS OF PARK MODELS.
Business - Manufacturer License
A manufacturer is a person or entity that manufactures, assembles, or reconstructs a manufactured home and/or an FBB.
You may obtain a fingerprint card from any company or law enforcement agency that provides fingerprinting services, or you may request the Department mail one to you. You can apply for a Manufacturer license at e-Licensing Solution.
A review will take place within five (5) business days of the date the application is submitted online. The review notice will advise of the remaining items that must be completed and/or provided to complete the licensing requirements.
MANUFACTURER LICENSES OFFERED
CLASS: M-9A MANUFACTURER OF FBBs
BOND: $10,000.00
SCOPE: Manufactures or reconstructs FBBs.
CLASS: M-9C MANUFACTURER OF MANUFACTURED HOMES
BOND: $65,000.00
SCOPE: Manufactures or reconstructs manufactured homes.
CLASS: M-9E MASTER MANUFACTURER
BOND: $100,000.00
SCOPE: Performs work within the scope of classes M-9A and M-9C.
NOTE: THESE LICENSE SCOPES ALLOW FOR THE SALE OF UNITS TO LICENSED DEALERS/RETAILERS ONLY. IF YOU WISH TO SELL DIRECT TO THE END USER, YOU MUST ALSO OBTAIN THE PROPER DEALER/RETAILER LICENSE WITH THE DEPARTMENT.
“Reconstruction” means construction work performed for the purpose of restoration or modification of a unit by changing or adding structural components or electrical, plumbing or heat or air producing systems.
Business - Installer License
An installer is a person or entity who connects mobile homes, manufactured homes, or FBBs to on-site utility terminals, and/or places mobile homes, manufactured homes, accessory structures, or FBBs on foundation systems, and/or provides ground anchoring for mobile homes or manufactured homes; and/or engages in the business of installing accessory structures attached to a manufactured home, mobile home or FBB.
You may obtain a fingerprint card from any company or law enforcement agency that provides fingerprinting services or you may request the Department mail a fingerprint card to you. Apply for Installer license at e-Licensing Solution.
A review will take place within five (5) business days of the date the application is submitted online. The review notice will advise of the remaining items that must be completed and/or provided to complete the licensing requirements.

INSTALLER LICENSES OFFERED
CLASS: I-10C GENERAL INSTALLER OF MANUFACTURED HOMES, MOBILE HOMES OR RESIDENTIAL FBBs
BOND: $2,500.00
SCOPE: a) Installs manufactured homes, mobile homes, or residential FBBs on foundation systems; b) Installs ground anchors and tie-down manufactured homes or mobile homes; c) Connects water, sanitary waste, gas, and electrical systems of all amperages to the proper onsite utility terminals provided by others; d) Installs HVAC and evaporative cooler systems, including electrical wiring, gas connections and ductwork on manufactured homes, mobile homes, or residential FBBs. Provides roof jack to cooler ducts, installs exterior ductwork, provides electrical service and controls to cooler from nearest supply source, provides water to the cooler from the nearest fresh water source, and performs cooler repair work. An I-10C installer does not provide service, maintenance, repair, discharging, adding, or reclaiming refrigerants or other work that requires certification. e) Installs accessory structures attached to manufactured homes, mobile homes, or residential FBBs, including installation of prefabricated accessory structure units, on-site constructed accessory structures, concrete footings or slabs for accessory structures, and plumbing, electrical, and mechanical equipment; f) Performs repair work, replaces or newly installs to existing mobile homes, manufactured homes, and residential FBBs items in subsections (a) through (e); and g) May subcontract to a properly licensed entity for installation of a manufactured home, mobile home, or residential FBB or installation of an accessory structure in conjunction with installation of a home.
CLASS: I-10D INSTALLER OF ACCESSORY STRUCTURES ATTACHED TO MANUFACTURED HOMES, MOBILE HOMES, OR RESIDENTIAL FBBS
BOND: $1,000.00
SCOPE: Install prefabricated accessory structure units, on-site constructed accessory structures, concrete footings or slabs for accessory structures, and plumbing, electrical, and mechanical equipment. An I-10D Installer may subcontract, as needed, to a properly licensed installer or contractor for the installation of any accessory-structure item under this subsection.
CLASS: I-10G MASTER INSTALLER OF MANUFACTURED HOMES, MOBILE HOMES OR RESIDENTIAL FBBS
BOND: $5,000.00
SCOPE: Permitted to perform the work described under an I-10C license. Additionally, an I-10G Master installer is permitted to perform all activities listed under an I-10C license on a commercial FBB. An I-10G Master installer does not provide service, maintenance, repair, discharging, adding, or reclaiming refrigerants or any other work requiring certification.
If you previously held a Salesperson license with the Department, you already have an Account in Salesforce. Please do not create an additional account. If the previously held Salesperson license is no longer active and cannot be late-renewed, have your employing Dealer email the Licensing Section. We will link you to the new employing Dealer and have a ‘reset password’ email sent to you if needed so that you may apply for a new Salesperson license following the steps in the user guide. If your email address is different from what we have on file, please provide us with your new email address. Salesperson (Invite Only) – Portal User Guide
If you have never held a Salesperson license with the Department, your employing Dealer must first 'Add Salesperson' from the Dealer’s dashboard. Dealer must click on ‘Manage Users’, located on the upper right-hand corner of the Dealer’s dashboard, and then select ‘Add Salesperson’. After the Dealer has entered your information and submitted it, Salesforce creates a Salesperson account and is prompted to send an ‘Invite Email’ to the applicant. Please check your spam folder if the email is not in your inbox. If you do not receive the ‘Invite Email’, please email the Licensing Section. A ‘Reset Password’ email will be sent to you. The link in the email expires 24 hours from the date/time the email is sent to you. NOTE: In Salesforce, an ‘Acting Agent’ is NOT a Salesperson. An ‘Acting Agent’ is an individual who the Dealer has authorized to apply for installation permits and/or to schedule inspections on behalf of the Dealer. Note: IF the Dealer adds you as an ‘Acting Agent’, you will not have the ability to apply for a Salesperson license because you will not see that option on your dashboard.
When you receive the ‘Invite Email’, click the link, create a password and log in to your dashboard. Follow the instructions in the Salesperson Portal Invite User Guide. *The link in the email expires 24 hours from the date/time the email is sent to you.
In the Document Upload section of the online application, you will have the ability to download and print the required licensing forms. Complete the forms, have your signature notarized on those forms that require your signature to be notarized, and scan all licensing forms to your computer so that you can upload them in the Document Upload section. Do NOT mail licensing forms to the Department. Do NOT mail any monies to the Department. All licensing fees are paid online during the submission of the online application.
You may obtain a fingerprint card from any company or law enforcement agency that provides fingerprinting services, or you may request that the Department mail a fingerprint card to you. The Department must receive your fingerprint card in the manner described in the Fingerprinting Requirements. Note: If you have a current Fingerprint Clearance Card that you obtained for another agency’s license that was issued by the Arizona Department of Public Safety (DPS), upload a copy of the card in the 'Document Upload' section of the application. This will exempt you from needing to mail a fingerprint card to the Department and exempt you from the $22.00 background processing fee. *At present, the Arizona Department of Housing is not listed on the DPS fingerprint clearance card application.
After you click ‘Submitted to Dealer Qualifying Party,’ the employing Dealer’s Qualifying Party (QP) must log in to the Dealer dashboard to approve your application. To do this, the QP selects Licenses on the left side of the dashboard, clicks on the 'Submitted to Dealer' tile, clicks on ‘Review Request,’ enters his/her first and last name in the required field and clicks on Submit. This places your application in the Submitted status so that it may be reviewed by Department staff.
A review will take place within five (5) business days of the date the application is in the Submitted status. The review notice (email from the Department) will advise of the date by which all remaining licensing requirements must be met (i.e., 90 days from the date that the application is Submitted) and list the remaining items that must be completed and/or provided to the Department. Salesperson applicants do not have to take an examination. *The staff member who is assigned to fingerprint cards will advise the Licensing section that your fingerprint card was received in the proper manner.
After all licensing requirements have been met, your application will be approved, a license will be generated, and the license will be emailed to you. Pursuant to Arizona Administrative Code R4-34-201(A), the Department must issue a license within 14 business days from the date that all licensing requirements are met. Our current turnaround time is 2 business days from the date that all licensing requirements are met.
All licensed dealers and brokers of manufactured homes, mobile homes and/or factory-built buildings must provide the Department with monthly sales reports (for the calendar month).
A recovery fund assessment fee of $30.00 is owed for each unit sale with a purchase price of under $50,000.00 if the sale went through a dealer’s trust account or dealer’s escrow account and that dealer has not met the requirements outlined in A.R.S. §41-4030 (C).
Sales report(s) must be filed online by the 15th day of each month. If the sales report is not filed by the due date or is incomplete, the Department may issue an Order to Comply or Suspend. The Order is self-operative in outlining the required administrative fine and the disciplinary action that can occur if the licensee does not resolve this administrative action by the given date. The administrative action could result in the suspension of the dealer or broker license.
Dealers must file all sales reports online in the Salesforce platform. Reports may not be mailed, emailed, or faxed to the Department. If you have not yet registered to use the platform, contact either Amanda Duncan ([email protected]) or Donna Grant ([email protected]) so that we may provide you with the company verification code (for the dealer license) required for registration.
The system creates a new sales report on the first day of each month.
Every dealer or broker who acquires or sells a previously titled (i.e., used) manufactured home or mobile home must also submit a written report of all such acquisitions and sales to the Department of Revenue and to the County Assessor of the County where the dealer or broker is located. Please contact the Department of Revenue and the County Assessor for their report forms and reporting instructions. The Department of Housing’s online sales reporting is not associated with the reporting requirements of other government agencies.

The Director may, on the Director’s own motion, and shall, on the complaint in writing of any person, cause the acts of any manufacturer, dealer, broker, salesperson or installer to be investigated.
The Investigations Section investigates the following types of allegations as they relate to licensees of the Department:
- Failure to work within the scope of the license held;
- False, misleading and/or deceptive sales practices in the sale or offer of sale of a mobile home, manufactured home, or factory-built building designed for residential use;
- Failure of a dealer or a broker to utilize earnest monies for the purpose for which they were provided;
- Failure of a dealer or a broker to deposit earnest monies into the trust or escrow account;
- Failure of a dealer or a broker to consummate a sales transaction before the withdrawal of earnest monies from a trust or escrow account;
- Aiding and abetting an unlicensed entity or person;
- Failure of a dealer or a broker to report a sale to the Department and to remit the required recovery fund assessment fee, if applicable;
- Failure of a dealer or a broker to provide all agreed on goods and services;
- Failure of a salesperson to promptly place all cash, checks and other items of value and any related documents received in connection with a sales transaction in the care of the employing dealer or broker;
- Salesperson representing or attempting to represent a dealer or broker other than the salesperson’s employing dealer or broker;
- Failure to disclosure or subsequent discovery by the Department of facts, which, if known at the time of issuance or renewal of a license, would have been grounds to deny the issuance or renewal of a license;
- Acting as a salesperson while not employed by a dealer or broker;
- Acting as a licensee while the license is under suspension or in any other invalid status;
- Acting as a licensee in a name, not on the license;
- Conducting business at an unlicensed location;
- Failure of a dealer or a broker to maintain records for a period of three years.
The Department does not have statutory authority in several areas. Below is a partial list of the types of allegations we will not investigate:
- Failure of a dealer or a broker to pay commission(s) to a licensed salesperson;
- Forgery;
- Harassment or threatening behavior;
- Libel and/or slander;
- Conduct of a party in a private party transaction;
- Alleged wrongdoing on the part of a title company or on the part of an escrow agent;
- Alleged wrongdoing on the part of a financial institution;
- Alleged wrongdoing with regard to the sale of real property;
- Alleged wrongdoing with regard to the sale of a park model.
GROUNDS FOR DISCIPLINARY ACTION
(Found in Arizona Revised Statutes ("A.R.S.") § 41-4039
- Failure in any material respect to comply with this article or article 3 of this chapter.
- Violation of any rule that is adopted by the board and that pertains to the construction of any unit or of any rule that is adopted by the board and that is necessary to effectively carry out the intent of this article, article 3 of this chapter or the laws of the United States or of this state.
- Misrepresentation of a material fact by the applicant in obtaining a license.
- Aiding or abetting an unlicensed person or knowingly combining or conspiring with an unlicensed person to evade this article or article 3 of this chapter, or allowing one’s license to be used by an unlicensed person or acting as an agent, partner or associate of an unlicensed person with intent to evade this article or article 3 of this chapter.
- Conviction of a felony.
- The doing of a wrongful or fraudulent act by a licensee that relates to this article or article 3 of this chapter, including, beginning July 1, 2012, failure to comply with section 41-4030, subsection A, or the doing of any other wrongful or fraudulent act in conjunction with the sale, transfer or relocation of a mobile home in this state.
- Departure from or disregard of any code or any rule adopted by the board.
- Failure to disclose or subsequent discovery by the office of facts that, if known at the time of issuance of a license or the renewal of a license, would have been grounds to deny the issuance or renewal of a license.
- Knowingly entering into a contract with a person not duly licensed in the required classification for work to be performed for which a license is required.
- Acting in the capacity of a licensee under any license issued under this article in a name other than as set forth upon the license.
- Acting as a licensee while the license is under suspension or in any other invalid status.
- Failure to respond relative to a verified complaint after notice of such complaint.
- Violation of Title 28, chapter 10 or rules adopted pursuant to Title 28, chapter 10, except for the licensing requirements of sections 28-4334, 28-4335, 28-4361, 28-4362, 28-4364, 28-4401 and 28-4402.
- False, misleading, or deceptive sales practices by a licensee in the sale or offer of sale of any unit regulated by this article or article 3 of this chapter.
- Failure to remit the consumer recovery fund fee pursuant to section 41-4042.
- Acting as a salesperson while not employed by a dealer or broker.
- As a salesperson, representing or attempting to represent a dealer or broker other than by whom the salesperson is employed.
- Failure by a salesperson to promptly place all cash, checks and other items of value and any related documents received in connection with a sales transaction in the care of the employing dealer or broker.
- Failure to provide all agreed-upon goods and services.
- Failure to manufacture or install in a workmanlike manner all subassemblies, units and accessory structures that are suitable for their intended purpose.
- Failure of the licensee to work only within the scope of the license held.
- An action by a licensee, who is also a mobile home park owner, manager, agent or representative, that restricts a resident’s or prospective resident’s access to buyers, sellers or licensed dealers or brokers in connection with the sale of a home or the rental of a space that the Department finds constitutes a violation of section 33-1434, subsection B or section 33-1452, subsection F or that violates any law or regulation relating to fair housing or credit practices.
License renewal is required every year on the date specified on your current license certificate. Please look at the “Date License Renewal is due” stated on your license certificate. This is your renewal date. The license must be renewed by that date. The ‘renew by’ Month and Day will never change.

Licensees must renew their license in the Salesforce platform. On the left side of your dashboard, select ‘Licenses’. From the tile on your dashboard, select View All Licenses. On the same line as your license number is stated, select the down arrow in ‘Action’ and select Renew

If you have had a name change since your last renewal, you must first complete an admin change request online. Acceptable evidence of name change may be in the form of a copy of your current driver’s license showing the new name or a copy of your current U.S. passport showing the new name AND a copy of your certified divorce decree or a copy of your certified marriage license or a copy of any other certified court document in which the court granted your name change. The applicable item(s) is to be uploaded during the online admin change request.

A license may be renewed up to 60 days before the 'renew by' date.

The Department does everything possible to ensure that the online renewal option functions properly. In this pursuit, we request that you contact the Department at (602) 771-1000 if you discover an error has occurred. Should the website or renewal certificate show that you have renewed your license for two years instead of one year, please contact the Department so that the necessary corrections can be made.

Licensees are to print their renewal license certificates from their dashboards after successfully renewing online. Currently, this function does not operate correctly; therefore, please contact [email protected] for a copy of your license until this is corrected.
