INSPECTION SERVICE AGREEMENT (ISA)
An ISA is an agreement entered into by local enforcement agencies to enforce the installation standards in their jurisdiction, provided the deputy director of the Office of Manufactured Housing is monitoring their performance and it is consistent with the installation standards established by the office. The Local Jurisdictions with an ISA list provides information on local jurisdictions that have entered into an ISA (link is provided in the Documents & Links section).

Bullhead City - Effective February 9th, 2022, All Mobile Home, Manufactured Home, Factory Built Building Installation Permits, and Modular Special Events permits must be applied through the City of Bullhead Building Department.
City of Bisbee - Effective August 15th, 2022, all Mobile Home, Manufactured Home and FBB Installation Permits and Modular special events must be applied for through Cochise County Development Services.
City of Buckeye - Effective September 15th, 2022, all Mobile Home, Manufactured Home and FBB Installation Permits and Modular special events must be applied through this Arizona Department of Housing, Office of Manufactured Housing in Phoenix, Arizona.
City of Coolidge - Effective May 2nd, 2025, all Mobile Home, Manufactured Home, Factory-Built Building Installation Permits and Modular Special Events permits must be applied through the Arizona Department of Housing, Office of Manufactured Housing in Phoenix, Arizona.

Lake Havasu City - Effective February 9th, 2022, All Mobile Home, Manufactured Home, Factory Built Building Installation Permits, and Modular Special Events permits must be applied through the City of Lake Havasu Building Department.
Mohave County - Effective May 23rd, 2024, all Mobile Home, Manufactured Home and FBB Installation Permits and Modular special events must be applied through this Arizona Department of Housing, Office of Manufactured Housing in Phoenix, Arizona.
