Recent Updates to Affordable Housing Guidelines
Guidelines and requirements are frequently updated for affordable rental housing programs wherein the U.S. Department of Housing and Urban Development is involved. Here are some of the most recent updates that affect the affordable housing world.
The most recent Income Limits released by HUD became effective on April 24, 2019. Income limits affect numerous aspects of affordable housing. HUD sets income limits that determine eligibility for assisted housing programs including the Public Housing, Section 8 project-based, Section 8 Housing Choice Voucher, Section 202 housing for the elderly, and Section 811 housing for persons with disabilities programs.
ABLE Account Income Exclusions. HUD Notice H 2019-06 primarily affects Section 8 and Public and Indian Housing, and also affects other types of affordable housing. This notice provides guidance regarding the federally mandated exclusion of ABLE accounts from the calculation of income and assets, as required under the Achieving a Better Life Experience Act of 2014 (ABLE Act).
Carbon Monoxide Detectors. HUD Notice H2019-05 should be reviewed for all types of housing, but primarily affects Section 8 and Public and Indian Housing. This notice was issued as part of the Secretary’s efforts to support decent, safe and sanitary housing in HUD’s low income housing assistance programs.
REAC Inspection Notification Timelines. HUD Notice H2019-04 announces a standardized notification period for HUD-assisted properties subject to Real Estate Assessment Center (REAC) Uniform Physical Condition Standards (UPCS) inspections. While this notice primarily affects Section 8 and Public and Indian Housing, it does affect other types of affordable housing as well.
