FY24 SHTF NOFA: FLEXIBLE FUNDS FOR PREVENTING HOUSING INSECURITY – INFORMATION SESSION DATE HAS BEEN CHANGED

ADOH released an Information Bulletin on February 2, 2024 to announce a FY 2024 State Housing Trust Fund Notice of Funding Availability (NOFA) for flexible funds for preventing housing insecurity.

The webinar was originally scheduled for February 15 and has been moved to Wednesday, February 21 at 2:00 pm AZ time.

NOFA FOR ARIZONA BALANCE OF STATE RECOVERY HOUSING PROGRAM (RHP)

ADOH announces a Notice of Funding Available (NOFA) that solicits applications from public or private nonprofit organizations in the Arizona Balance of State (outside of Maricopa and Pima counties) for Recovery Housing Program activities. RHP rules fall under the umbrella of the Community Development Block Grant (CDBG) Program with certain modifications. Eligible uses of funds are the construction, acquisition and/or rehabilitation of facilities, including single-unit or multi-unit residential properties for occupancy by people in recovery.

LIHTC EQUITY PRICING SURVEY

Per the 2024-2025 Qualified Allocation Plan, the Arizona Department of Housing (ADOH) conducted a survey of equity providers to determine appropriate investment assumptions. Based on the responses, the ranges for federal low income housing tax credit and state low income housing tax credit (STC) are:

Metro $0.82 - $0.87 (any application in Maricopa or Pima County)
Rural $0.80 - $0.84 (applications in all other counties)
Tribal $0.80 - $0.86 (applications on eligible Tribal land)
STC $0.50 to $0.60 (statewide)

2024-2025 QAP Q&A ROUND 1, 2024-2025 UW WORKBOOK, AND THE 2022-2023 QAP UW SPREADSHEET

The 2024-2025 QAP Questions and Answers (Round 1) are now available for download. ADOH has posted the 2024-2025 QAP Underwriting Workbook and the 2024-2025 Gap Application Workbook for all of our 2024-2025 NOFA projects applying for Gap Financing. ADOH received feedback regarding the 2022-2023 Underwriting Spreadsheet and has incorporated revisions into the updated final version dated December 31, 2023.

NOTICE OF HOUSING CHOICE SURVEY (ARIZONA BALANCE OF STATE)

ADOH is conducting a housing choice survey for the Arizona Balance of State. For the purposes of this survey, the Arizona Balance of State includes geographic areas outside of Maricopa, Pima, Pinal and Yuma counties, and the cities of Douglas, Flagstaff, Prescott, and Sierra Vista. The housing choice survey is conducted every five years as part of the Consolidated Planning process required by HUD.

FY2024 SHTF DOWN PAYMENT ASSISTANCE PROGRAMS NOFA

ADOH is pleased to announce a NOFA for funding through the SHTF and other state sources. This NOFA is for the creation and implementation of a Down Payment Assistance (DPA) and Interest Rate Reduction (IRR) program that shall be used to serve first time homebuyers.

FY2024 SHTF NOFA: FLEXIBLE FUNDS FOR PREVENTING HOUSING INSECURITY

ADOH is pleased to announce a FY 2024 State Housing Trust Fund Notice of Funding Availability (NOFA) for flexible funds for preventing housing insecurity. ADOH seeks to increase the role of prevention programs by providing funds to organizations to provide one-time financial assistance (known as flexible or “flex” funds) for families and households on the brink of homelessness, who if helped, are likely to remain housed. The goal of this NOFA is to further the reach of existing prevention efforts by providing flexible funding that helps expand the effectiveness of current housing stability and homelessness prevention approaches.
