HOME, SHTF, NHTF & NSP Recertifications and HOME Final Rule-Subsidized Tenant Families

ADOH is aligning our policies more closely with the HOME regulations. We are removing more stringent requirements, such as the complete Annual Recertification requirement. We are also conveying how we will address the HOME Final Rule 2025 regarding Subsidized Tenant Families and how it will affect new and existing projects in our portfolio.

2025 State Tax Credit – 3rd Round

HOTMA Implementation Date Extended

HUD has issued Notice H-2025-03, extending the full HOTMA implementation date for Multifamily Programs until January 1, 2026. The previous deadline per HUD Notice H-2024-09 was July 1, 2025.

2025 Federal 9% LIHTC and 9% Rural STC Reservations

ADOH is pleased to announce that it has reserved $20,500,000 in federal low income housing tax credits (LIHTC) for nine projects comprised of 596 units and $1,000,000 in state tax credits for one project comprised of 64 units in the 2025 9% LIHTC round.

The 2025 Income and Rent limits for the Home Investment Partnership Program (HOME), CDBG, State Housing Trust Fund (SHTF), and Neighborhood Stabilization Program (NSP) are available for download on the ADOH website. The limits are effective June 1, 2025.

Notice of Changes/Updates to the Qualified Contract List

ADOH is providing notice that the following Low Income Housing Tax Credit (LIHTC) owners have applied for a Qualified Contract and are being added to the Qualified Contract List:

  1. Bell Mirage Owner LLC is the owner of Bell Mirage Estates
  2. Valley View III/Prescott Valley LP is the owner of Valley View III Apartments

In addition, ADOH is providing notice that the following LIHTC owner has completed the one (1) year marketing period and has been removed from the Qualified Contract List:

  1. Vista Del Norte Apartments LP is the owner of Vista Del Norte
