NOTICE OF HOUSING CHOICE SURVEY (ARIZONA BALANCE OF STATE)

ADOH is conducting a housing choice survey for the Arizona Balance of State. For the purposes of this survey, the Arizona Balance of State includes geographic areas outside of Maricopa, Pima, Pinal and Yuma counties, and the cities of Douglas, Flagstaff, Prescott, and Sierra Vista. The housing choice survey is conducted every five years as part of the Consolidated Planning process required by HUD.

FY2024 SHTF DOWN PAYMENT ASSISTANCE PROGRAMS NOFA

ADOH is pleased to announce a NOFA for funding through the SHTF and other state sources. This NOFA is for the creation and implementation of a Down Payment Assistance (DPA) and Interest Rate Reduction (IRR) program that shall be used to serve first time homebuyers.

FY2024 SHTF NOFA: FLEXIBLE FUNDS FOR PREVENTING HOUSING INSECURITY

ADOH is pleased to announce a FY 2024 State Housing Trust Fund Notice of Funding Availability (NOFA) for flexible funds for preventing housing insecurity. ADOH seeks to increase the role of prevention programs by providing funds to organizations to provide one-time financial assistance (known as flexible or “flex” funds) for families and households on the brink of homelessness, who if helped, are likely to remain housed. The goal of this NOFA is to further the reach of existing prevention efforts by providing flexible funding that helps expand the effectiveness of current housing stability and homelessness prevention approaches.

FY2024 STATE HOUSING TRUST FUND 4% LIHTC + WORKFORCE NOFA

ADOH is pleased to announce a FY2024 State Housing Trust Fund Notice of Funding Availability (NOFA). New construction projects financed with 4% Low Income Housing Tax Credits (LIHTC) will be eligible for gap financing from the State Housing Trust Fund. The available resources under this NOFA include $6 million dollars in State Housing Trust Funds (SHTF). Please note this NOFA requires Income Averaging and 80% AMI units for workforce housing.

NOFA - SINGLE-FAMILY HOMEBUYER UNIT DEVELOPMENT

ADOH is pleased to announce our FY2024 State Housing Trust Fund Notice of Funding Availability (NOFA). ADOH has allocated $6.5 million in funding for the development and long-term affordability of homeownership housing for low-income, first-time homebuyer households (at a maximum of 80% of Area Median Income).

This funding opportunity is made available to developers of homeownership housing to help construct or acquire and rehabilitate homes for sale to low-income qualified households, with the intent that the funds remain with the housing units as subsidy for the low-income first-time homebuyer. ADOH is issuing this NOFA for entities statewide who meet the eligibility requirements outlined in this NOFA to fund up to three (3) projects located throughout the state to be used for the construction or acquisition and rehabilitation of homes for sale that remain permanently affordable to low to moderate income, first-time homebuyer households. An applicant may be eligible to receive up to $2,160,000.00.

AMENDMENT AND CLARIFICATION TO THE FY2024 SHTF NOFA

The Arizona Department of Housing has made a clarification and amendment to the Notice of Funding Availability (NOFA) released on October 31, 2023, and amended on December 7, 2023, for Rental Projects.

The amendment increases the total available funds from $35,000,000 to $36,000,000.

ANNUAL REPORT, COMPLIANCE FEES & GENERAL REMINDERS

ADOH would like to take this time to remind you of some key deadlines that are soon approaching.

Annual Reports – Due March 15th
ADOH no longer requires that the Annual Report be submitted as a hard copy. You can sign and submit the annual report electronically.

Compliance Fees – Due March 15th
Compliance fees should be submitted via our online payment portal. Invoices are no longer emailed to owners/agents. They can be obtained on the ADOH website. New projects and projects with recent management changes, your invoices are in the process of being uploaded to the ADOH website. They will be added on or before January 31, 2024.

Tenant Data – Due March 15th
One of the requirements of the Annual Report is to update tenant data in our HDS NextGen database. New projects that were placed in service and will be claiming credits in 2022 must submit an Annual Report by March 15, 2023.

General Reminder
Please be reminded that owners must ensure their communities are meeting all applicable inspection protocols for ADOH funded projects. Owners/Agents should be accepting, processing and completing all resident submitted work orders. These should be done in a timely and safe manner. Please note that there are no waivers or State imposed shelter in place mandates that allow owners to forego maintenance requirements. Failure to complete these will result in non-compliance status with ADOH.

NSPIRE Inspection Protocol
Starting Jan. 1, 2024 the ADOH Compliance Division will conduct physical inspections to ensure that projects are suitable for occupancy per the NSPIRE inspection protocol. ADOH strongly encourages Owners/Agents to prepare now and attend Training for the NSPIRE implementation that will start Jan. 1, 2024, and continue until the full implementation (for all programs) deadline of Oct. 1, 2024. During this “learning curve” period, projects must be “as compliant as possible”. ADOH reserves the right to be more restrictive than the program requires.
