ADOH Retirement Announcement

Debra Blake

Debra BlakeIt is with warm wishes the Arizona Department of Housing announces the retirement on January 4, 2019 of Debra Blake, Assistant Deputy Director of Manufactured Housing. Debra’s career with the State of Arizona began in 2003 when she joined the Arizona State Board of Nursing.  In 2007, Debra transferred to the Arizona Department of Fire, Building and Life Safety (DFBLS), within Manufactured Housing, where she advanced to the position of Deputy Director of the Office of Manufactured Housing and also served as Interim Director of DFBLS from March 2015 until June 2016.

Debra was transferred to the Arizona Department of Housing with the Office of Manufactured Housing through an act of the Arizona Legislature in July 2016, assuming the position of Assistant Deputy Director of Manufactured Housing. Debra provided outstanding leadership to the Manufactured Housing and Factory Built Building industries through her oversight of the regulation and consumer protection functions for the industry, as well as providing support to the Arizona Board of Manufactured Housing.

On a National level, Debra has served as the Chairperson of the Regulatory Subcommittee of the Manufactured Housing Consensus Committee, an Advisory Board to the U.S. Department of Housing & Urban Development. 

Debra Blake has been an integral team member of the Manufactured Housing Division and the Executive Team at the Arizona Department of Housing. We know the Manufactured Housing Industry joins us in wishing Debra a long and happy retirement.

Tara Brunetti has assumed the duties as the Department’s Assistant Deputy Director, for Manufactured Housing.

ADOH Welcomes New Team Members

Tara BrunettiWe are pleased to announce a new member of our Executive Leadership Team, Tara Brunetti. Tara joined the Arizona Department of Housing in December, as the Department’s new Assistant Deputy Director, Manufactured Housing, replacing Debra Blake upon her retirement. 

In this role, Tara provides leadership to the Manufactured Housing Division, which oversees the regulation of the manufactured housing and factory built building industry in Arizona, including licensing, inspecting, and other associated responsibilities. This division is designated by the U.S. Department of Housing and Urban Development (HUD) as Arizona’s State Administrative Agency for consumer complaints, and the In Plant Inspection Agency for monitoring the construction of homes in manufacturing factories.

Tara possesses over 18 years of federal contracting experience with the Department of Homeland Security. Prior to joining the Department, Tara was responsible for the contract compliance and efficiency of a federal regulated contract with the United States Citizenship and Naturalization Service. She successfully led cross-functional teams while ensuring site efficiencies, administration, safety, security and quality control. She holds a Master’s Degree in Human Services and is working on her Doctorate in Performance Improvement Leadership.

Amanda DuncanAmanda Duncan joined the Department on December 3, 2018 in the role of Administrative Assistant for Manufactured Housing.  Amanda brings nine years of administrative support skills and experience to the position, formerly working in a regulatory environment for the majority of those years.  She earned a Bachelor Degree in Public Administration from Northern Arizona University, Flagstaff, in 2017.

ADOH Promotions

Donna GrantDonna Grant has been promoted to the position of Compliance Administrator for Arizona Department of Housing’s Manufactured Housing Division, effective October 22, 2018. Donna’s most recent position was serving as the Division’s Investigations and Licensing Manager. In the role of Compliance Administrator, Donna manages responsibilities over licensing, audits, complaints, and investigations for Manufactured Housing and provides administrative leadership and support to the Administrative Services Officer II position.

Espi PadillaWe are pleased to announce the promotion of Esperanza Espi Padilla to the position of Administrative Services Officer II in the Manufactured Housing Division, effective October 22, 2018. Espi has been with the State for 11 years, spending the most recent 8 years providing exceptional supportive services to the Save Our Home AZ (SOHAZ) program as a Mortgage Assistance Specialist. In the role of Administrative Services Officer II, Espi will handle all consumer Complaints submitted to the Manufactured Housing Division as well as process requests received for Relocation Funding.
