Section 8/Compliance Division - Rental Assistance & Property Compliance

From time-to-time, Section 8/Compliance team members are asked about the most common types of affordable housing that we are knowledgeable of and the programs for which we perform compliance/administration. Below is a description of the main programs the Section 8/Compliance team at Arizona Department of Housing (ADOH) administers and a synopsis of the major duties we perform.

Low Income Housing Tax Credit, HOME, Housing Trust Fund, and Neighborhood Stabilization: For these funding sources/programs, we are responsible for the long term monitoring of affordable housing communities. There are currently 485 communities consisting of 34,807 units in our portfolio with an additional 28 communities in development. Monitoring begins with an initial site visit once development is complete. Frequency then ranges from annual inspections to once every three years, depending on the funding source and recorded documents.  On average, 250 communities are inspected annually in accordance with IRC §42, 24 CFR Part 92 and Uniform Physical Condition Standards.

Public Housing Authority: The Housing Authority (HA) operated by ADOH is situated in Yavapai County.  We are one of 23 other Housing Authorities in Arizona. We have 89 Housing Choice Vouchers (HCV) and 80 Veterans Administration Supportive Housing (VASH) Vouchers. ADOH does not own or manage any properties, but rather enters into Housing Assistance Payments (HAP) Contracts with property owners that accept Housing Choice Vouchers in Yavapai County. Our team performs voucher issuance, Move-In, Interim and Annual Reexaminations, and End of Participations. We also provide Portability functions for approximately 50 applicants/residents, to include those who hold vouchers with other HAs around the country and have relocated to Yavapai County.

Project Based Section 8 (including Section 515/8 Rural Development): As the Project Based Contract Administrator for the state of Arizona, we administer HAP Contracts for 112 properties, which consists of 8,031 units across the state. The Department does not own or manage these properties but rather administers HAP Contracts for the U.S. Department of Housing and Urban Development (HUD). Our team performs Management and Occupancy Reviews, monthly HAP Voucher processing, Contract Renewals, Rent Adjustments, Special Claims, and processes Call Center concerns.

Section 811 Project Rental Assistance Program: HUD Section 811 funds administered by ADOH fund 62 units across Arizona for households with a member diagnosed as developmentally disabled. ADOH partners with Arizona Department of Economic Security/Division of Developmental Disabilities, Arizona Department of Health Services and the AZ Health Care Cost Containment System (State Medicaid agency). Eligible property owners enter into a Rental Assistance Contract with ADOH. Our team performs monitoring reviews congruently with LIHTC reviewers, monthly HAP Voucher processing, Contract Renewals, Rent Adjustments, and processing of Call Center concerns.
