ADOH Building

The Arizona Department of Housing was established in 2002 to provide housing and community revitalization to benefit the people of Arizona. The agency provides funding to aid in building stronger communities, with most funding geared toward lower income households and neighborhoods. With the exception of mortgage foreclosure avoidance assistance, first-time homebuyer assistance, and the Section 8 Program in Yavapai County – in which the agency offers assistance directly to the public, the majority of the resources of the agency are passed through in the form of loans, grants, tax credits, mortgage or bond financing, and other subsidies, to its Housing Partners, which are local and tribal governments, public housing authorities, for-profit and nonprofit housing developers, and other organizations engaged in providing affordable housing and other community-related services. With this type of mandate comes enormous responsibility in the area of contract and project management, monitoring, and regulation enforcement.

The majority of the agency’s programs are federally funded and the agency receives no State General Fund support. The agency is also home to the Arizona Housing Finance Authority and the Arizona Home Foreclosure Prevention Funding Corporation.

Our Customer Liaison is available Monday through Friday from 8:00 am – 5:00 pm to assist the general public with housing questions.

Draft Consolidated Annual Performance and Evaluation Report

The Arizona Department of Housing (ADOH) has prepared a draft of its Federal FY 2019 Consolidated Annual Performance Evaluation Report (CAPER), which covers the period of July 1, 2019 to June 30, 2020.  The CAPER discusses the progress the State has made in meeting its goals for the federal programs of the U.S. Department of Housing and Urban Development (HUD), which are administered by the State. Download Information Bulletin 38-20 on the Publication Archives page.

2020 AZ Balance of State Continuum of Care Point in Time Count Data

The Arizona Department of Housing serves as the Lead Agency of the Arizona Balance of State Continuum of Care (AZBOSCOC) covering the state’s 13 rural counties. The Department is tasked by the U.S. Department of Housing and Urban Development (HUD) with conducting a Point in Time (PIT) count of persons and families experiencing homelessness in January each year. Download Information Bulletin 31-20 on the Publication Archives page.

AZBOSCOC Governance Advisory Board Membership Updates

The Arizona Department of Housing is the collaborative applicant for the Arizona Balance of State Continuum of Care (AZBOSCOC). The Governance Advisory Board provides guidance to operationalize policies and procedures to end homelessness in the AZBOSCOC geographic area which includes all Arizona counties except Maricopa and Pima. At the June 18, 2020 Governance Advisory Board meeting, Ms. Joanna Carr and Ms. Maria-Elena Ochoa were voted onto the board to fill two vacant membership positions. Download Information Bulletin 30-20 on the Publication Archives page.
